(Italia nord-occidentale, 2010)Le crescenti difficoltà della finanza pubblica hanno via via rarefatto la presenza degli enti locali a tutela delle abitazioni per le classi meno abbienti.  Da alcuni anni si parla di "Housing Sociale", ossia di residenze a canoni agevolati per quella classe di cittadini (in continua crescita) che non sono troppo poveri per pretendere una casa gratis (o quasi), né troppo ricchi per pagarsi un canone di mercato o la rata di un mutuo.Da imprenditori ed enti locali questo "Housing Sociale" viene inteso come la realizzazione di case di "serie B", oppure come una sorta di penalizzazione da scaricare sui costruttori che sviluppano edilizia libera: "ogni 10 alloggi normali, devi farmene uno di housing sociale".  Si istituiscono fondi che hanno la specifica finalità di investire in questi edifici e che impiegano anni di tempo (e risorse) per vagliare dozzine di ipotesi.  Facile costruire queste case, se so che c'è un Fondo immobiliare che le acquista, ma in caso contrario
